Background

The Quantum Computing User Program (QCUP) is a user program within the Oak Ridge Leadership Computing Facility that enables scientific discovery and technological innovation by providing a diverse community of scientific researchers access to quantum computing resources for testing and evaluation. The overall goal of the program is to foster the development of performant quantum computing applications. The program enables competitive access to available quantum computing resources and curates a portfolio of focused projects to address research priorities in application development. Additionally, QCUP tracks the status of existing quantum computing resources as measured through various characterization and benchmarking protocols to assess the feasibility and readiness for testing quantum computing applications. The deadline to submit to this RFI is Friday, January 10th, 2025.

Currently, QCUP works with quantum computing vendors that provide cloud-based access to quantum computing resources, that facilitate user interactions and resource management, and that monitor and report on user and project usage of these resources. The program engages a broad community of stakeholders in the development and curation of these resources, projects, and users. In continued support of these on-going activities, QCUP requests information on the availability of quantum computing resources, current conventions for measuring, tracking, and forecasting quantum computing resource performance, and existing methods for engaging with the diversity of stakeholders in the quantum computing community. Responses received will inform the program on both immediate and near-term availability and opportunities in the field of quantum computing. Topics

This request for information (RFI) seeks specific information in the three topics presented below (Hardware, Software Tools, and User Engagement). These topics relate to the underlying technology and capabilities of quantum computing resources that could be provided by quantum vendors who provide cloud-based access to their resources. Additionally, these topics relate to methods that can be used for supporting user and administrative access as well as methods for measuring and monitoring performance of quantum computing resources and their usage. Additionally, these topics relate to methods for engaging with the broader computing community in the use of quantum computing resources to include education, training, and analysis.

Topic 1: Hardware

Describe your quantum computing offerings, including the types of technologies and services that are available or are in development for future availability. This includes statements about current and expected system performance, methods for the characterization and benchmarking of the resource, and timelines or roadmaps for system performance metrics.

Topic 2: Software Tools

Describe your software tools, including compilers, languages, and interfaces, that enable users to access and operate quantum computing resources. Further information is requested on the technical assistance available for users, developers, and administrators to include documentation and services.

Topic 3: User Engagement

Describe your methods and means for engaging with system and software users including account and system management. Additional information on how your resources are allocated and what limitations may exist in utilizing your quantum computing resources.
